Thank you for your response to our proposal to you in
which you indicated your positive disposition towards assisting us, I
hereby convey the approval of my colleagues that I continue discussions
with you on this mutually beneficial project.
For the purpose of clarity, we are a three-man member
of the Contract Review Committee (CRC) of the Federal Ministry of Health
vested with the authority to appraise and approve contracts according to
the priority of the Federal Government of Nigeria. By virtue of our
official positions we have been able to, over time, through hindsight of
health contracts and careful manipulation of contract award documents
secured for ourselves a contract sum of US$31.320m ( Thirty-One million,
Three hundred and Twenty Thousand United States Dollars) only, which was
originally awarded to and completed by a EUROPEAN company
and now we need your assistance to transfer the fund into a safe offshore
account.
We need your assistance as the fund is secured in an
escrow account of the Federal Government specifically set aside for the
settlement of outstanding payments to foreign contractors. We are
handicapped in the circumstances as the Nigerian Civil Service Code does
not allow us to operate offshore accounts hence your importance in the
whole transaction. We also require you to keep this transaction
confidential and to yourself only. We shall guide you on how to
handle this transaction from your side so that we do not face any
complications arising from mishandling or from too many people knowing
about what we have in hand.
Consequently, we want to front you/your company as
the new beneficiary of the sum of US$31.320m. For this purpose
, we procure and send to you immediately the appropriate documents (ie
Subsequent power of Attorney) and draft letter to the Federal Ministry of
Finance through the supervising body Debt Reconciliation Committee (D.R.C.)
in which you will fill and append your signature indicating you/your
company name as the new beneficiary fro prompt remittance of these funds
(US$31.320m) into your nominated account. With the appropriate
documentation the ownership of the contract sum will be transferred to you
after the validation and the authentication of the documents a the Federal
High Courts in Lagos and Abuja, the new federal capital territory.
We intend arriving at your place with the relevant original
papers/documents within 48 hours as soon as you receive the notification
of transfer from the Debt Reconciliation Committee (D.R.C.) before the
fund is eventually transferred to your account by Telegraphic Transfer (T.T.)
I have the authority of my partners involved to propose
that should you be willing to assist us in the transaction your share as
compensation will be US$7.83 million(25%), US$17.226 million(55%) for us
and USS$6.264 million (20%) for taxation and miscellaneous expenses.
In this regard, we expect that you fill the attached indemnity
application form and fax back to me immediately in order to
facilitate quick approval of the subsequent power of attorney. And
remember, this business is 100% risk free as long a maximum
confidentiality is maintained by you and us.
My collegues and I would require your personal guarantee concerning the
safety/ availability of our share on demand when the fund is credited to
your nominated account and advice us on high yielding investment
portfolios in your city or importation of Solar Panels, Agricultural
Equipment. Note that if you follow my instructions religiously, we
will conclude this transaction within eighteen (18) working days.
Please, endeavor to observe the required level of
confidentiality as we are still in active government
service. I will expect you give this project utmost priority in
order for us to conclude this as scheduled. Expecting your quick
response by calling me immediately to initiate preliminary applications to
the relevant legal departments. Call me immediately for further
clarifications on any aspect of this transaction you do not understand.
