Foundation Claims Self-Charging System
Independent Report of Tilley Foundation Developments
  • Tilley skips town, shareholders up in arms - "Tilley Charger" in his circuit is actually nothing but a GM 120-amp alternator.  Self-running system alleged to work, but not to the extent claimed.  Court order requires Tilley to prove his technology by middle of Nov. or he goes to jail. Tilley Gloats in 'Major Court Victory'

But bully tactics will not go unanswered, and Tilley will find himself behind bars.

LEBANON, TN, USA
Free energy claimant, Carl Tilley and the Tilley Foundation are bragging about a major court victory in which they say whistleblower Walter Webb "recanted all his prior allegations against Mr. Tilley."

Webb, a former board member of the Foundation, has been responsible for conveying a significant amount of damning, factual documentation regarding Carl Tilley and the Tilley Foundation, which claims to have a technology that will provide a fuel-less, endless charger system for running motors.

With today's court statement of retraction by Webb, stated under oath, the Tilley foundation is portraying themselves as having been the victims of unfounded libel.

Their press release sent earlier this evening was exultant in their apparent victory.

When approached for comment this evening, Kibbey and Webb both stated that they are not allowed to talk to third parties.  Sources intimate to the situation provided some insight into the other side of the story.

The purported truth of the situation is that Carl Tilley is so close to coming down, and Webb is so tired of fighting him, that he released himself from the case by lying in court so he can get on with his life.

Other speculation suggests that blackmail may have been involved.  That would be consistent with the sudden turn-around, to the surprise of Kibbey, who was not given any warning, leaving him in shock and dismay over this deep betrayal by his friend today.

Other factors may have been in play as well.  Someone overheard Tilley's attorney saying to Kibbey's attorney in the hall, "I'll have to take you out to dinner when I get the money."  Whatever it meant, that statement will not appear on the court transcript.

Tilley has spend at least $6,000 dollars bringing forth a lengthy set of motions against Walter Webb and Robert Kibbey.  Kibbey claims to be the true inventor of the technology that the Tilley Foundation is promoting, and which he claims they are exaggerating its capabilities.

Webb drives busses for celebrities and their entourages for a living, and two upcoming lucrative engagements would not be possible if he had to be available for additional court appearances.  And such goes the situation ad nausea with Tilley's tactics of sicking lawyers on those he does not like.  Webb has a family to protect and a life to live.  This upcoming engagement will pull him out of debt.

It won't be long before the State closes in on Tilley.  Webb has done his work.

One source commented: "When a bully slams you against the wall, and says, 'say uncle,' and you have blood oozing out your nose and mouth, and your breath is slipping away, most people say 'uncle.' "

The Tilley Foundation's Press Release statement that Webb retracted everything is not accurate.  What Webb retracted in court today was two statements he made that appeared on WSMV Channel 4.

Kibbey, feeling betrayed, is not happy with Webb's defection, and he plans on continuing the fight.  He showed up today to serve as a witness for Webb and ended up getting socked with a $50 contempt charge because of his not-so-bridled enthusiasm in exposing Tilley despite a court order to be mum.  He also was charged with $250 in prosecuting attorney fees.  He was not sentenced to jail time, as the Tilley Foundation press release reports, but was only threatened with such.

What Kibbey wants is to get his technology back so he can give it to the world.  It is a good technology -- though not an endless power generation system that Tilley claims.  Kibbey recently drove 350 miles in an electric car employing his system -- much further than Tilley has ever driven the "Tilley Electric Vehicle" with technology stolen from Kibbey, and which Tilley claims as his own, and capable of going perpetual distances.

Kibbey faces Tilley in court tomorrow over a temporary restraining order and lien against Tilley's land.

Tilley has been liquidating his assets.  He's lived in 16 addresses in a 12 year span.  Back as early as 1961 he possessed two separate drivers licenses.  And he has two social security numbers.

Will he bolt before the state nabs him?  He is wanted for parole violation in Wyoming, so Tennessee will probably not be granting him any sort of bail.

The state has anywhere between 5 and 15 indictments against Tilley, any one of which would put him behind bars.  The charges range from trading stock across state boundaries, possession of illegal weapons, violation of Blue Sky laws.

The state is just strengthening their case the best the can so that their arguments will be inescapable and Tilley will be brought out of circulation as the professional con man that he is.

If it weren't for his whistle blowing, Webb would also find himself in deep trouble with the state of Tennessee for his role in selling in excess of $400,000 shares of stock without a license.

Those board members and stockholders who still believe in Tilley, despite the overwhelming evidence against him, had better keep a very close eye on him in the next few days.  Their chances of recouping some of their money is greater with Tilley behind bars and not in flight once again from yet another scam exposed.  If the past is any measure of the future, any money Tilley runs with will be quickly gambled away, leaving Tilley empty handed again, and in need of another con job.

This episode is going to make for an incredible movie some day -- akin to "Catch Me if You Can," the true story of a real fake, starring Leonardo DeCaprio and Tom Hanks.

Like with real life Frank W. Abagnale, maybe the FBI will end up hiring Tilley to help them catch other con men.  He is one of the best in the world.
